https://dart-review.googlesource.com/c/sdk/+/265021 increased the optcounter flag in some tests and the loop count. The optcounter bot forces the optcounter flag at 5, causing these tests to now take longer. Since we're already running these tests with optcounter flags on all bots, skip them on the optcounter bot.
