We can simplify and improve the range analysis in IntConverter if we generalize based on the sizes and signs of the source and target representations and whether the operation truncates or deoptimizes. Adds RepresentationUtils::MinValue() and ::MaxValue(), which return the minimum and maximum value (as an int64_t) for an unboxed integer representation.
