Nate Bosch 2ff2af7921 Allow running pub with --preview-dart-2
- Make a snapshot in Dart 2 mode
- Check for the VM argument `--preview-dart-2` and run the correct
  snapshot

Towards fixing https://github.com/dart-lang/sdk/issues/32188
