Ryan Macnak cb522bfcd2 [vm] Update Windows synchronization code to CONDITION_VARIABLEs and SRWLOCKs.
Use CRITICAL_SECTIONs for dart::bin::Monitor as the event handler requires a recursive monitor.

Requires Vista or later.
