Since Dart 2, library prefixes are always loaded eagerly on the VM. Also remove reload check for deferred prefixes. This check was added to avoid behavior of library prefixes giving spurious "not loaded" errors after a reload, but now this error can never occur. Resolves a difference in reload between AST and bytecode modes, since bytecode mode isn't surfacing the deferred property.
