Ben Konyi 5cbf10febe Revert "[ VM / DDS / CLI ] Add DevTools support to the standalone VM"
This reverts commit ef0e4ea107.

Reason for revert: Flutter HHH and golem builds are red. Rolls to Flutter are failing.
