Ömer Sinan Ağacan 4796b25a30 Reland "[dart2wasm] Check import/export pragmas in user code" 
This is a reland of commit 35bc17a0fa

Changes from the original CL is that we now allow packages in
`allowedInteropLibrariesInDart2WasmPackages`.
