Ilya Yanok 3c284a0c95 Revert "Reland "[VM] Begin supporting Perfetto file recorder""
This reverts commit 4cd9c9c666.

Reason for revert: reusing the same proto package for copied files breaks rolling it to G3.

  • Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
