Zach Anderson 3b8817e7fc Revert "[vm/compiler] Add symbols for read-only data when requested."
This reverts commit 286326f834.

Reason for revert: Reverting for the regressions mentioned in https://github.com/flutter/flutter/issues/108378

Original change's description:
