@DontInline()
Remove the `@DontInline()` annotation. None of the backends implemented it. (Searching for "DontInline" yields nothing in our code base.) Instead replaced the use sites with `@pragma('vm:never-inline')` and `@pragma('dart2js:noInline')`, which are implemented in the backends.
