Siva Annamalai 27001fb289 Revert "[vm/compiler] Implement new inlining pragmas." ... This reverts commit 629f38cf87. Reason for revert: This CL seems to depend on constant_update_2018 flag being turned on by default. The CL that turns on constant_update_2018 has been reverted, so this CL is also being reverted.
