rnystrom@google.com 25f3f6733d Remove heap settings from pub scripts for SDK too. 
r43821 only does it for the scripts used to run pub from within the source repo.

Also add support to the Windows shell script for passing VM flags to pub similar to
what dart2js and the bash pub scripts allow.

This is the repository of the Dart programming language and its associated
tools, libraries, and samples.

Here's a brief guide to what's in here:

editor/        Eclipse-based standalone Dart IDE.
lib/           Libraries that ship with the Dart runtime (core, html, etc.).
pkg/           Packages that are not shipped with the core runtime.
runtime/       Dart VM and code for running it as a standalone app.
samples/       Sample Dart programs.
tests/         Automated tests.
