This function did not handle raw types correctly: it assumed that TAV is always non-null, but VM replaces TAVs of form `<dynamic, ..., dynamic>` with `null`. We needed to handle this case specially. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
