This CL switches over the bots that are manually configured to run the `ffi_2` test suite to the `ffi` test suite instead. This changes these tests from legacy to nnbd mode. The suites being converted are the Android and QEMU FFI tests. This CL does _not_ switch over the bots that run the default suites. This CL also skips all FFI tests that use the Dart API symbols on Windows precompiled. These tests will never work in that mode and should be skipped instead.
