5cbf10febe Revert "[ VM / DDS / CLI ] Add DevTools support to the standalone VM" 
This reverts commit ef0e4ea107.

Reason for revert: Flutter HHH and golem builds are red. Rolls to Flutter are failing.

202db681cb Add CIPD dependency for Dart DevTools 
Pulls a pre-built DevTools into the SDK and provides an update script to
pull DevTools, rebuild at a particular revision, and upload the new
build to CIPD.
