Since user @staticInterop types are erased to JavaScriptObject, they
should only be able to subtype other types that are :> JavaScriptObject,
which are just JSObject and JSAny. Eventually all the other JS types
will move to extension types and we can remove this check.

Several changes are made:
- createDartExport now does not export methods that define type parameters.
- createStaticInteropMock adds conformance checks to make sure implementing
members can handle all possible values of a type parameter in an interop
member. An error is added to reduce confusion around this.
- Export creator now uses dart:js_interop_unsafe for a lot of its lowering
as the dart:js_util equivalents are buggy when it comes to calling exported
functions in JS with JS types.
- Small code changes are added to backends to handle the above changes.

Since external APIs can only use primitives and JS types in static interop,
we should require that all type parameters on static interop APIs extend
another static interop type. This is the minimum required to ensure all
type parameters can be erased to JSValue. This only affects dart:js_interop
users and replaces the previous type parameter static error check.

Determines the ultimate representation type of an inline class to
determine if it can use external members. This allows users to
elide @JS if they don't need renaming. This CL adds some static
errors around inline interop members so its clearer that the
inline class should have an interop representation type.
There's a bit of cleanup in this CL too around interop members,
where extension members on @Native classes are now correctly
considered as interop members by the error checker.

There is no lowering for these members today, so this moves a runtime
error to a static error. We may choose to add support when we can
add 'static' extension members that use the on-type for their
invocation, instead of the extension name.

Pure interfaces made `interface`s
implementation classes which cannot/should not be extended made `final`.
A class like `HasHMap` which provides the `Map` interface,
and no implementation except factory constructors
for internal implementations, is made `final`.
Unified {List,Set,Map}{Base,Mixin} into their `Base` class.
Deprecations are retained in comments for now, to be landed
separately. Search for '// TODO: @Deprecated'.
Tested: No new test, only adding restrictions on use.

SendPort/ReceivePort/RawReceivePort become interface classes as there
are existing implementations of those classes (e.g. `package:isolate`
has `Multiplex*Port` classes those).
Since Capability is implemented by SendPort it also becomes an interface
class.
All remaining classes become final - we can always be less restrictive
in the future if needed.
It seems good practice to also add modifiers to private classes (one
reason is that private classes can be exported via e.g. typdef).

Mark tests that contain errors about using a class as a mixin to use
language version 2.19 where that's not an error.
This may not fix all of the tests because it's the language version of
the library where the class is declared that matters, not where the
class is used as a mixin. But most tests have all of their declarations
in the same library, so this should fix most.

Avoid quadratic behavior when multiple chunks fail to
have a line break, and the carry-over string gets repeatedly extended.
In the original chunked conversion code, the chunk handling code retained the trailing, non-line-terminated text of the previous chunk, then eagerly concatenated it with the next chunk in order to continue looking for lines. That's moderately effective when lines are shorter than chunks, and neither are too large.
However, a very long line spread across many chunks would perform repeated string concatenation with quadratic time complexity.
This change gives `LineSplitter` the option of using a `StringBuffer` to collect multiple carry-over line parts.
The buffer is needed whenever a chunk does not contain a line break, and needs to be combined with a previous chunk's carry-over. This avoids ever directly concatenating any more than two strings.
The `StringBuffer` is not allocated until it's first needed, so if lines are generally shorter than chunks, the buffer won't be used. Once allocated, the buffer is retained in case a buffer will be needed again, but cleared when its contents are used.
The code optimizes for the simple case of each chunk having a line break.
