Make tool (by default) give error when test entry specified in status
file does not exist. Make -w (by default) remove such entries.
Cleanup most status files, fixing a few entries containing `.dart` and
removing obsolete entries (i.e. entries pointing to nonexisting tests).
This should for instance have given an error in
https://dart-review.googlesource.com/c/sdk/+/370600 saying that the file
I specified didn't exist (in that I shouldn't have specified the `.dart`
part).
TEST=No tests, this is status file maintenance.

This CL
* Removes conditional Skip markers in status files
* Removes some outdated TODOs in the code
* Deletes tests/lib_2/isolate/isolate_stress_test
=> It's skipped everywhere, we no longer support isolates on web
* Fixes standalone{,_2}/io/directory_list_sync_test:
=> Instead of relying on the Platform.script which could be an ELF
file lying somewhere else, use Platform.executable instead
* Fixes standalone{,_2}/io/unix_socket_test:
=> The server used `sub.cancel()` to close it's reading end while
the client tried to write to it. This is racy.
If the server goes first, the write on client will throw (since
no error listener was installed on socket.done)
Avoid the race by coordinating client/server.

This is a preparation CL to enable actually sharing JIT'ed code between
isolates within the same isolate group.
We start with conservative settings, disabling various compiler
optimisations. We will lift those restrictions step-by-step.
Since this is guarded by FLAG_enable_isolate_groups it will not affect
any production code. Only individual tests which opt-in via the flag.
TEST=Existing tests opt'ing into --enable-isolate-groups.

This CL makes the VM add support for .dart_tool/package_config.json via
* the --packages=<file> command line parameter
* the `packageConfig: <file>` parameter to `Isolate.spawnUri`
It also allows now `package:*` uris being used in `Isolate.spawnUri`
The CL also removes the unused `packageRoot` parameter from the Dart to
C++ interface as well as in various places in C++.
The CL also aligns the implementations between sdk and sdk_nnbd more.

And also copies over and renames all of the status files in those
directories.
Then it migrates those tests to be static error free in NNBD.
Finally, adds support to the test_runner for the new suites.
Note that this review is split into multiple patchsets. The first
patchset is a straight copy of the existing files. Then the later
patchsets have the interesting changes.
