So far this just builds the wasmer library, copies it into the sdk
directory, loads the library, and allows you to compile WASM modules.
You can't actually do anything with the modules yet.

This CL introduces dart_api_dl.h which exposes a subset of dart_api.h
and dart_native_api.h for dynamic linking at runtime through the FFI.
Dynamic linking is done through including dart_api_dl.cc in a shared
library and passing NativeApi.initializeApiDLData to the init function.
This CL also includes Native API versioning to deal with possible
version skew between native api version against which native libraries
are compiled and the version in the DartVM the code is run on.
The subset of symbols in the CL includes handle related symbols, error
related symbols, handle scope symbols, and native port sumbols.

The flutter engine DEPS got new icu/boringssl so this CL can safely
land and roll into engine. A small change is made in Patchset 1..3.
This removes special logic for creating the `dart-sdk` we distribute
which used to build release and product mode and copied some binaries
from the latter into the former, before the SDK was actuallly ready to
test and distribute.
This changes the GN build rules to build the necessary
gen_snapshot/dart_precompiled_runtime product binaries during the normal
release build.
Normally during --mode=product builds the global build config in
//build/config/BUILDCONFIG.gn will set `-fvisibility=false`.
=> Doing so results in much smaller binaries - because only explicitly
exported symbols are visible, the rest can be tree shaken by the linker.
Since we are building --mode=release, the `-fvisibility=false` will not
be set. In order to set the flag for the 2 special product-mode binaries
we need to add -fvisibility=hidden manually, in:
* dart_product_config: Which is used for compiling VM sources.
* 3rd party double-conversion library
* 3rd party boringssl library
* 3rd party icu library

- DartDev will now be rebuilt when changes in DDS are made
- Building the `create_platform_sdk` target will build all non-web
components of the Dart SDK, allowing for shorter build times when not
developing web tooling.

This is the first step in deleting legacy DDC!
* Default all invocations of DDC to run the kernel version.
* Disable all tests that run analyzer DDC.
* Detect the most likely case when invoked with an analyzer
summary and print instruction to update build_web_compilers
dependency.
I will follow up with deletions, and a rename of the test configurations/
builders to reclaim the names (ddc vs ddk, dartdevc vs dartdevk).

The compile_platform template assumes that the output will be in the root-out-dir, and because of that the generated .deps file contains relative paths that only work if the output is in that folder.
It would be nice to fix compile_platform to be more flexible about this, but for now moving the output up fixes the issue that modifications in the sdk were not triggering a rebuild.

This moves ddc to use the same logic to compile the sdk.dill as all other
backends. This will also enable us in a subsequent CL to generate the dart_sdk.js
files from a precompiled .dill file, and hence improve overall caching on local
rebuilds.

This CL
* adds a GN flag "include_dart2native" off by-default (switched on explicitly for our GN build)
* ensures every GN build of the "create_sdk" target has a working dart2native (except ia32)
* removes not-working dart2native script from ia32 dart-sdk (no AOT support in ia32)
* removes the "dartaotruntime" GN target, since it is the same as "dart_precompiled_runtime"
This should ensure every downstream consumer of the "create_sdk" GN target will
have a working version of dart2native.
For the particular "dart-sdk" we create on dart-sdk-{linux,windows,mac}
we will override the default AOT compiler&runtime with the product mode,
which produces smaller AOT snapshots and has smaller AOT runtime (making
the native executables significantly smaller)

Reason for revert: CFE built before this CL breaks with dill built after; it expects dart:profiler to be present in the dill.
