* Fix `ToWinAPIFilePath` handling of UNC paths. This function did
not handle UNC paths correctly: it was prefixing them with
`\\?\` instead of `\\?\UNC\`;
* Fix issue in `File::Copy` forcing the wrong path to long form:
temporary files are created next to the destination, so it
is destination (`new_path`) that should be forced into long form and
not the source;
* Fix issue in `GetDirectoryPath` not preserving the path separator.
The newly added test should cover all these corner cases to prevent
future regressions.

Make tool (by default) give error when test entry specified in status
file does not exist. Make -w (by default) remove such entries.
Cleanup most status files, fixing a few entries containing `.dart` and
removing obsolete entries (i.e. entries pointing to nonexisting tests).
This should for instance have given an error in

I specified didn't exist (in that I shouldn't have specified the `.dart`

No client of the VM uses this flag, only tests, and this flag was always
set to false in AOT mode. Thus, remove uses of this flag and instead
always lazily create dispatchers as needed when resolving method names
in JIT mode.
Remove the implicit value of `allow_add` for some Resolver
static methods. For callers that previously depended on the implicit
`true` value (which includes the AOT precompilier), pass `true` for
uses in the compiler and pass `!FLAG_precompiled_mode` for uses in the
runtime. Assert that `allow_add` is false when these methods are invoked
from the precompiled runtime.
Remove Resolver static methods that are no longer used.

If HttpResponse is being closed prematurally (e.g. because client
decided to close its request) we need to propagate cancellation
to the stream which is being piped into the response. Otherwise
we will keep that stream forever hanging around and leak underlying
resources.

The existing implementation assumed, hardcoded, that the compilation
environment had an entry for any string of the form `dart.library.`+X,
with a value of either `"true"` or `""`.
This did not match the runtime behavior of the standalone VM,
which allows non-constant access to the compilation environment.
Changed to only have entries with value `"true"` for libraries
which exist.
This changes the value of `bool.hasEnvironment` or a
`String.fromEnvironment` or `bool.fromEnvironment` with a
non-default `defaultValue`.
The existing behavior was that `bool.hasEnvironment` was always true,
and that the other constructors ignored the `defaultValue`,
so most likely such tests or `defaultValues` aren't used anyway.

* Switch to `std::unique_ptr<wchar_t[]>` to represent a
dynamically strings instead of wrappers like
`StringRAII` and `Utf8ToWideScope`;
* Avoid back and forth conversion between UTF8 and UTF16:
convert to UTF16 first then work on that. This also simplifies
code - previously it tried to work with strings allocated in
different ways uniformly, which is actually unnecessary if
resulting string needs to be converted to UTF16 (and allocated
with `malloc`) anyway;
* Fix a bug in `File::CreateLink`: it was handling relative
links with long paths incorrectly. Change file_long_path_test
to cover this case and make it run on non-Windows systems as
well to ensure that all behavior that can match actually
matches.

Use the new Throw.forErrorHandling AST flag to ignore synthetic error
handling statements in coverage. When the flag is found on a throw node,
all the TokenPositions on the child nodes are set to kNoSource.

- Is there a better way of encoding this flag in the TokenPosition?

There is a performance impact in:
`stdout.lineTerminator = "\r\n";`
For small writes (<100 chars), the performance loss is lost in the noise of the `write` system call.
For writes of ~500 chars, the performance is about half of that without line terminator translation. But, on a M2 Mac laptop, ~80M characters can be written per second.

Users of our standalone embedders we distribute in the Dart SDK should
be using `dart_api_dl.h` (and initialize it from
the `dart:ffi`s `NativeApi.initializeApiDLData`)
If there's any API functions missing, we can add them.
Though we should not Dart C API symbols that are only relevant for
embedders. It requires a custom embedder implementation (which is
outside the scope of what we distribute in Dart SDK)

The `Directory.current` setter has a `dynamic` parameter so that it
can accept either `String` or `Directory` arguments. (This is
asymmetric with the getter, which always returns a `Directory`.)
The corresponding `IOOverrides` callback, however, assumes that the
argument is always a `String`, and `Directory.current` passed its
`dynamic` argument through unchanged. Consequently, overriding
the `Directory.current` setter would result in a `TypeError` when
setting `Directory.current` to a `Directory` object.
Changing `IOOverrides.setCurrentDirectory` to use a `dynamic`
parameter would be a breaking change, so instead make the
`Directory.current` setter check the argument's runtime type before
passing it along.

The test standalone/string_overflow_test.dart is causing crashes
and out-of-memory thrashing on some configurations. It was originally
a regression test that concatenating a string with 2^31 characters
did not overflow a 32-bit signed integer.
It was changed to exponentially grow a string until an out-of-memory
runtime exception is thrown in Dart. On some VM configurations,
this crashes the machine instead.
Restoring it to only check concatenating a string of 2^31 bytes.

The default socket timeout is longer than the test timeout for some configurations.
