Copy perf.dart into front_end/tool.
This keeps analyzer_cli/perf.dart for now: I need to make the change in two parts so I can update the benchmark runners after I submit this. BUG= R=paulberry@google.com Review URL: https://codereview.chromium.org/2432043008 .
