Remove private pylifecycle.h functions: move them to the internal C
API ( pycore_atexit.h, pycore_pylifecycle.h and pycore_signal.h). No
longer export most of these functions.
Move _testcapi.test_atexit() to _testinternalcapi.
Deprecate global configuration variable like
Py_IgnoreEnvironmentFlag: the Py_InitializeFromConfig() API should be
instead.
Fix declaration of Py_GETENV(): use PyAPI_FUNC(), not PyAPI_DATA().
This was added for bpo-40514 (gh-84694) to test out a per-interpreter GIL. However, it has since proven unnecessary to keep the experiment in the repo. (It can be done as a branch in a fork like normal.) So here we are removing:
* the configure option
* the macro
* the code enabled by the macro
The Py_DecodeLocale() and Py_EncodeLocale() now use
_PyRuntime.preconfig, rather than Py_UTF8Mode and
Py_LegacyWindowsFSEncodingFlag global configuration varibles, to
decide if the UTF-8 encoding is used or not.
As documented, these functions must not be called before Python is
preinitialized. The new PyConfig API should now be used, rather than
using deprecated functions like Py_SetPath() or PySys_SetArgv().
This accomplishes 2 things:
* consolidates some common code between getpath.c and getpathp.c
* makes the helpers available to code in other files
FWIW, the signature of the join_relfile() function (in fileutils.c) intentionally mirrors that of Windows' PathCchCombineEx().
Note that this change is mostly moving code around. No behavior is meant to change.

Add --with-experimental-isolated-subinterpreters build option to
configure: better isolate subinterpreters, experimental build mode.
When used, force the usage of the libc malloc() memory allocator,
since pymalloc relies on the unique global interpreter lock (GIL).
For now, we'll rely on the fact that the config structures aren't covered by the stable ABI.
We may revisit this in the future if we further explore the idea of offering a stable embedding API.

bpo-36443, bpo-36202: Since Python 3.7.0, calling Py_DecodeLocale()
before Py_Initialize() produces mojibake if the LC_CTYPE locale is
coerced and/or if the UTF-8 Mode is enabled by the user
configuration. This change fix the issue by disabling LC_CTYPE
coercion and UTF-8 Mode by default. They must now be enabled
explicitly (opt-in) using the new _Py_PreInitialize() API with
_PyPreConfig.
When embedding Python, set coerce_c_locale and utf8_mode attributes
of _PyPreConfig to -1 to enable automatically these parameters
depending on the LC_CTYPE locale, environment variables and command
line arguments
Alternative: Setting Py_UTF8Mode to 1 always explicitly enables the
UTF-8 Mode.
Changes:
* _PyPreConfig_INIT now sets coerce_c_locale and utf8_mode to 0 by
default.

bpo-34247, bpo-36142: The PYTHONMALLOC environment variable has the
priority over PYTHONDEV env var and "-X dev" command line option.
For example, PYTHONMALLOC=malloc PYTHONDEVMODE=1 sets the memory
allocators to "malloc" (and not to "debug").
Add an unit test.
* _PyPreConfig_Read() now sets temporarily LC_CTYPE to the user
preferred locale, as _PyPreConfig_Write() will do permanentely.
* Fix _PyCoreConfig_Clear(): clear run_xxx attributes

(set the memory allocator, configure the locale) before reading and
writing the core configuration.
The development mode now uses the effective name of the debug memory
allocator ("pymalloc_debug" or "malloc_debug"). So the name doesn't
change after setting the memory allocator.
