bpo-36346: array: Don't use deprecated APIs (GH-19653)

* Py_UNICODE -> wchar_t
* Py_UNICODE -> unicode in Argument Clinic
* PyUnicode_AsUnicode -> PyUnicode_AsWideCharString
* Don't use "u#" format.
