bpo-1104: msilib.SummaryInfo.GetProperty() truncates the string by one character (GH-4517)

Add one char to MsiSummaryInfoGetProperty() output
Based on the patch in bpo-1104 by Anthony Tuininga (atuining) and Mark McMahon (markm).
