gh-106869: Use new PyMemberDef constant names (#106871)

* Remove '#include "structmember.h"'.
* If needed, add <stddef.h> to get offsetof() function.
* Update Parser/asdl_c.py to regenerate Python/Python-ast.c.
* Replace:
