CLI to talk and interact with the server. Auth via environment variables like $TERRARIUM_USER and $TERRARIUM_PASSWORD.

In extension to the local user cmds acting on the DB, there should be additional self service user commands for the client.

State should be left mostly to Terraform, though listing the states, unlocking them, getting them, should be doable via CLI.
