	* libgimpmath/gimpvector.h: moved struct declarations.

	* libgimpmath/gimpmatrix.[ch]: made GimpMatrix3 and GimpMatrix4
	structs instead of typedefs for arrays. Pass them by reference,
	not by value. Added lots of const qualifiers.
