general: add ignore-revs file

Since version 2.23 git supports specifying certain commits to be
ignored during attributing line changes to commits via
`git blame --ignore-revs-file <file>`. This adds such a file that
contains an uncrustify commit that touches multiple lines throughout the
whole codebase.
