f4ed8a58d9 include reference to the usefulness of the built-in reporting tool (#60025) 
Originally this was just going to be changing `Report Issues` to `Report Issue` (in VSCode, it's the singular not the plural) and I found myself appreciating the said tool and wondering why the contributing guidelines didn't mention how helpful it could be, so I wanted to remedy that

1f040a1258 Update CONTRIBUTING.md (#36673) 
While the wiki has well-maintained info about many ways to contribute, this top-level file lacked the same level of polish. This is an attempt to summarize the contribution avenues, and increase the readability of the issue-reporting flow.

fdff650521 Move wiki to repo 
This commit does the following:
- Migrates all pages from the wiki that are linked to
- Fix links in all wiki pages and in ./README.md, ./CONTRIBUTING.md and
  ./test/README.md

Fixes #2480
