Đoàn Trần Công Danh 03e84cca5d t9604: Fix test for musl libc and new Debian
CST6CDT and the like are POSIX timezone, with no rule for transition.
And POSIX doesn't enforce how to interpret the rule if it's omitted.
Some libc (e.g. glibc) resorted back to IANA (formerly Olson) db rules
for those timezones. Some libc (e.g. FreeBSD) uses a fixed rule.
Other libc (e.g. musl) interpret that as no transition at all [1].

In addition, distributions (notoriously Debian-derived, which uses IANA
db for CST6CDT and the like) started to split "legacy" timezones
like CST6CDT, EST5EDT into `tzdata-legacy', which will not be installed
by default [2].

In those cases, t9604 will run into failure.

Let's switch to POSIX timezone with rules to change timezone.

Matthew DeVore dcbaa0b361 t/*: fix ordering of expected/observed arguments
Fix various places where the ordering was obviously wrong, meaning it
was easy to find with grep.

Jeff King 880ef58b3d t960[34]: mark cvsimport tests as requiring perl
Git-cvsimport is written in perl, which understandably
causes the tests to fail if you build with NO_PERL (which
will avoid building cvsimport at all). The earlier cvsimport
tests in t9600-t9602 are all marked with a PERL
prerequisite, but these ones are not.

The one in t9603 was likely not noticed because it is an
expected failure anyway.

The ones in t9604 have been around for a long time, but it
is likely that the combination of NO_PERL and having cvsps
installed is rare enough that nobody noticed.

Chris Rorvick fb2c984148 git-cvsimport: allow author-specific timezones
CVS patchsets are imported with timestamps having an offset of +0000
(UTC). The cvs-authors file is already used to translate the CVS
username to full name and email in the corresponding commit. Extend
this file to support an optional timezone for calculating a user-
specific timestamp offset.
