git-clean did not honor core.excludesfile configuration
variable, although some other commands such as git-add and
git-status did. Fix this inconsistency.

This makes the clean.requireForce configuration default to true.
Too many people are burned by typing "git clean" by mistake when
they meant to say "make clean".
