We're about to enable `-Wwrite-strings`, which changes the type of
string constants to `const char[]`. Fix various sites where we assign
such constants to non-const variables.

Since this header showed up in some places besides just #include
statements, update/clean-up/remove those other places as well.
Note that compat/fsmonitor/fsm-path-utils-darwin.c previously got
away with violating the rule that all files must start with an include
of git-compat-util.h (or a short-list of alternate headers that happen
to include it first). This change exposed the violation and caused it
to stop building correctly; fix it by having it include
git-compat-util.h first, as per policy.

It's usually a bad idea for a builtin's cmd_foo() to ignore the "prefix"
argument it gets, as it needs to prepend that string when accessing any
paths given by the user.
But if a builtin does not ask for the git wrapper to run repository
setup (via the RUN_SETUP or RUN_SETUP_GENTLY flags), then we know the
prefix will always be NULL (it is adjusting for the chdir() done during
repo setup, but there cannot be one if we did not set up the repo). In
those cases it's OK to ignore "prefix", but it's worth annotating for a
few reasons:
1. It serves as documentation to somebody reading the code about what
we expect.
2. If the flags in git.c ever change, the run-time assertion may help
detect the problem (though only if the command is run from a
subdirectory of the repository).
3. It notes to the compiler that we are OK ignoring "prefix". In
particular, this silences -Wunused-parameter. It _could_ also help
the compiler generate better code (because it will know the prefix
is NULL), but in practice this is quite unlikely to matter.
Note that I've only added this annotation to commands which triggered
-Wunused-parameter. It would be correct to add it to any builtin which
doesn't ask for RUN_SETUP, but most of the rest of them do the sensible
thing with "prefix" by passing it to parse_options(). So they're much
more likely to just work if they ever switched to RUN_SETUP, and aren't
worth annotating.

Dozens of files made use of gettext functions, without explicitly
including gettext.h. This made it more difficult to find which files
could remove a dependence on cache.h. Make C files explicitly include
gettext.h if they are using it.
However, while compat/fsmonitor/fsm-ipc-darwin.c should also gain an
include of gettext.h, it was left out to avoid conflicting with an
in-flight topic.

Introduce and apply coccinelle rule to discourage an explicit
comparison between a pointer and NULL, and applies the clean-up to
the maintenance track.

In an interactive session, "git am" without arguments, or even
worse, "git am --whitespace file", waits silently for the user to
feed the patches from the standard input (presumably by typing or
copy-pasting). Give a feedback message to the user when this
happens, as it is unlikely that the user meant to do so.

Add and apply a semantic patch for using xopen() instead of calling
open(2) and die() or die_errno() explicitly. This makes the error
messages more consistent and shortens the code.

While POSIX states that it is okay to pass EOF to isspace() (and it seems
to be implied that EOF should *not* be treated as whitespace), and also to
pass EOF to ungetc() (which seems to be intended to fail without buffering
the character), it is much better to handle these cases explicitly. Not
only does it reduce head-scratching (and helps static analysis avoid
reporting false positives), it also lets us handle files containing
nothing but whitespace by erroring out.

There's one change, in split_mbox(), where an error() without strerror()
as argument is converted to error_errno(). This is correct because the
previous call is fopen (not shown in the context lines), which should
set errno if it returns NULL.

There are several PATH_MAX-sized buffers in mailsplit, along
with some questionable uses of sprintf. These are not
really of security interest, as local mailsplit pathnames
are not typically under control of an attacker, and you
could generally only overflow a few numbers at the end of a
path that approaches PATH_MAX (a longer path would choke
mailsplit long before). But it does not hurt to be careful,
and as a bonus we lift some limits for systems with
too-small PATH_MAX varibles.

If we encounter an error while splitting a maildir, we exit
the function early, leaking the open filehandle. This isn't
a big deal, since we exit the program soon after, but it's
easy enough to be careful.

A maildir does not technically record the order in which
items were placed into it. That means that when applying a
patch series from a maildir, we may get the patches in the
wrong order. We try to work around this by sorting the
filenames. Unfortunately, this may or may not work depending
on the naming scheme used by the writer of the maildir.
For instance, mutt will write:
${epoch_seconds}.${pid}_${seq}.${host}
where we have:
- epoch_seconds: timestamp at which entry was written
- pid: PID of writing process
- seq: a sequence number to ensure uniqueness of filenames
- host: hostname
None of the numbers are zero-padded. Therefore, when we sort
the names as byte strings, entries that cross a digit
boundary (e.g., 10) will sort out of order. In the case of
timestamps, it almost never matters (because we do not cross
a digit boundary in the epoch time very often these days).
But for the sequence number, a 10-patch series would be
ordered as 1, 10, 2, 3, etc.
To fix this, we can use a custom sort comparison function
which traverses each string, comparing chunks of digits
numerically, and otherwise doing a byte-for-byte comparison.
That would sort:
123.456_1.bar
123.456_2.bar
...
123.456_10.bar
according to the sequence number. Since maildir does not
define a filename format, this is really just a heuristic.
But it happens to work for mutt, and there is a reasonable
chance that it will work for other writers, too (at least as
well as a straight sort).

won't see that annoying 'Display all 180 possibilities?' message - it
will just show the choices instead. I think bash has some cut-off
around 100 choices or something.
So the reason I see this is that I'm using an odd editory, and thus
don't have the rules to cut down on auto-completion. But you can
simulate that by using 'ls' instead, or something similar.
