Merge branch 'tb/collect-pack-filenames-fix'

Avoid breakage of "git pack-objects --cruft" due to inconsistency
between the way the code enumerates packfiles in the repository.

* tb/collect-pack-filenames-fix:
  builtin/repack.c: only collect fully-formed packs
