Merge branch 'jk/prune-top-level-refs-after-packing'

After "pack-refs --prune" packed refs at the top-level, it failed
to prune them.

* jk/prune-top-level-refs-after-packing:
  pack-refs: prune top-level refs like "refs/foo"
