Merge branch 'ys/cygstart'

Browse source 
On Cygwin, recognize "cygstart" as a possible way to start a web
browser (used in "help -w" and "instaweb" among others).

* ys/cygstart:
  web--browse: support /usr/bin/cygstart on Cygwin
