Allow dynamic patches without a patch number. (#25796) 
Unique patch numbers are mainly useful for canary and A-B testing, but otherwise complicate things and can now be omitted.

Flutter Tools

Developer tools for building Flutter applications.

Be sure to follow the instructions on CONTRIBUTING.md to setup.

To run the tests, ensure that no devices are connected, then navigate to flutter_tools and execute:

../../bin/cache/dart-sdk/bin/pub run test
