## Description

This PR activates the M3 `InkSparkle` splash animation on Android + CanvasKit.
Before it `InkSparkle` was only activated on native Android.

## Related Issue

Fixes https://github.com/flutter/flutter/issues/138487

## Tests

Updates several existing tests.
