Switch ci.yaml Linux builders to Debian. (#102253) 
In preparation for upgrading linux VMs to Ubuntu, specify builders
to use 'os: Debian' instead of 'os: Linux'.

There should be no functional changes to current builders with this change.

[macOS] Add run release test in devicelab (#100526) 
Adds a test that invokes flutter run in release mode on macOS desktop,
waits for successful launch and the flutter command list, then sends the
'q' command to quit the running app.

This adds an integration test for https://github.com/flutter/flutter/pull/100504.

Add version to xcode name cache. (#99586) 
Engine and Flutter using different xcode versions with the same cache
name is causing multiple problems when trying to find the runtimes. To
prevent this issue we will need to use different cache names for
different xcode versions.

Re-enable plugins_analyze. (#96977) 
The test was disabled for release branches because there were some
failures that got attributed to checking plugins from master.

Checking the logic of the test more closely it is already using a pinned
version of the plugins repository and it should be consistent on
pre/post submit validations.

Move mac_android machines to mac_os 12.0.1. (#94771) 
This is to keep all the mac machines on the same version. Mac machines
are being updated to Mac 12.0.1 to support iOS 15 phones as they are
getting forced updated.
