refactor(core): store pending ops per realm (#19054)
Dispatches op per-realm, and allows JsRealm to be garbage collected.

Slight improvement to benchmarks, but opens opportunity to clean up event loop.

Install

Shell (Mac, Linux):

Scoop (Windows):

scoop install deno

Build and install from source using Cargo:

cargo install deno --locked
