refactor(cli/tools/upgrade): rework upgrade (#8331)

This commit does major overhaul of "upgrade" subcommand, 
reducing complexity & giving more sensible console output. 

Removes gz support for archives. 

Uses last part of url instead of scraping to get latest version.
