Cirrus: Minor - limit release task applicability

This task/test is guaranteed to fail on non-release PRs.  Upon
reviewing actual practice and the release docs, this task should be
limited to PRs with a title containing `release` or `bump` keywords.
Also fix a minor comment typo.
