[CI:BUILD] Packit: Enable failure notifications for cockpit tests

Browse source 
Configure packit to automatically notify relevant Cockpit team members
when one of the "cockpit-revdeps" tests fails.

[NO NEW TESTS NEEDED] - This is test configuration.
